I echo what EchoWar said, especially the safety part.
I know getting the cables on can be a booger. They are easiest installed before you put the assembled carb rail on the boots.
It can be easier if you manually open the butterfly valves and keep them propped open with the handle of a screwdriver or something like that, being careful as they are on the soft side it should help some. This will position the cam for you which will aid in getting the cable installed.

How do you get it on? It seems way to short. But I know it' the same size as the other one. Are they suppose to be that hard to put on? My Haynes manual isn't very helpful on this.

I will try manually opening the butterflies with the carbs off the intake and see what happens.

There is a bit of an art to getting them on. If my memory serves correctly, on my 600, getting the lower one on 1st proved helpful. Having a pair of needle nosed pliers will be good also.

I finally installed the push cable. That's a plus. But now the throttle grip won't snap back. The cables seem to tight or something. I tried adjusting them but I can' figure it out. Any ideas?

Usually means your routing needs adjustment.

what about the routing of the mounting bracket on the carbs? Also did you test to see how "snappy" the butterfly valves were when you did it by hand?

I got it snapping back. Thank goodness.lol
I sprayed some lubricant on the springs and kept flipping the throttle working the lubricant in. Eventually they started working free and snapping back.
