before using sandpaper, try some brillo pad. the usually green scrubbing part on a kitchen sponge. can you get a picture so we can see how much rust there is?

be mostly concerned with pits where the rings touch. if there is a little bit above that, you should be okay

Also in the pictures they might look completely rusted out but they are not, the cylinder is smooth up until the top.

if u dont mind an extra tear down. i would just put it together and run it, after a light rub with the oil and 800 paper. just dont try to take out anything serious with the sand paper , just knock off any high spots,or u will just make the rings leak bad.
u may find it smokes or it may be fine. no big deal. if it smokes bad u know u need a lot of work and cash. your going to need to go up 1 size piston and a bore.
keep riding untill u have the cash. if theres no smoke u are golden, for a while.

OK then sounds good, I'm gonna get the 800 grit paper today clean up the cylinders (VERY CAREFULLY) and when i pick the head up from Honda tomorrow put it all together get the carbs and see how she does, i hope she does fine too. And if she runs like a champ ill be happier than a child when they get there first bike Christmas morning.

good luck... when you sand it, try to go diagonally in both directions. you will have a better chance of success if you make a "cross-hatch" pattern. avoid going straight up and down or side to side.
