Default 600 F4i charging system question

I’m having charging issues, and in my searching found that the three phase connector between the stator and r/r was cooked. Replaced that. Voltage coming out of the stator when the new connector was DISCONNECTED was good, I think - around 15 at idle and 50-70 revved up. Once I CONNECTED the male and female ends, the voltage, which I tested on the stator side again, was low- 9ish, only going to 10-12 when revved.

WHY? Is the Stator fried and not keeping up under load? Is it something with the regulator? A short on the regulator side drawing a bunch of voltage?
Any ideas are appreciated! Thanks!
