Angry 1997 Hondacbr 600 F3 won't turn on or start

Tried to start the bike the other day and when I turned on the key the lights turned on then went off and the bike would not turn over. It was like there was no battery. Looked around and found the plug on the voltage regulator was black so I replaced the plug and the regulator. That did not fix the problem. I did notice when I checked voltage on the battery with the key off it was around 13 to 14 volts but when I turn the key on there is no voltage on the battery. Any help would be greatly appreciated.

Checking steady state battery voltage actually tells you very little about the condition of the battery.

Now, this may be a dumb suggestion...but have you tried charging the battery or jumping it?

Honestly I would check the battery, then connections to the battery, and then head straight to your R/R. Check the connection to that bad boy because it is easily disconnected while installing and removing rear fairings. If all else fails.. Your R/R or connections need replacing bro

The battery is always on a trickle charger. I took it off before I tried to start it.

If you bike is totally dead, no lights at all on the cluster, then most likely culprit is the main 30A fuse. It's located on the Start Relay next to the battery under the seat.
