Anyway, it looks like some squid owned the bike before you... looks like glue to me. And everyone knows responsible riders use Duck Tape-brand duct tape for all repairs. Or is that only bodywork repairs? [8D]

If the duct tape failed, then yes. If it didnt (yet), then you got lucky, punk, and one of these days, youll be riding down the interstate when your front upper flies off because the off brand tape couldnt hold it... then BLAMMO! Next thing you know you have SARS.
It appears to be some kind of electrical ground, and they used a "plasti dip" to cover it up so it wouldn't short out. Glad to see you like us "Honda" people than the GSXR's
