correct...someone on this forum posted that he's been riding it for 4 years with the noise and never replaced it. now if it was something that would jump timing and really mess the bike up, there would've been a recall.
as of now, some dealers will replace them as long as the regional managers approves it. i got mine replaced for free awhile back...it wasn't making any noise or anything, the dealer really didn't care because he was going to get paid either way for the job...so he requested from the manager and they approved.

To all APE users, and Tahoe....... I've got the APE in my 03 f4i right now and its making that odd *** whining sound that some have commented on. This weekend i'm hoping to get time i'm going to take out the APE and mod my stock one as Tahoe has reccommended. I've taken it apart and looked at it and it seems to look like a great solution to the problem. Plus it does provide the correct amount of tension all the time and i dont want to worry about the APE ruining my motor. I'll report back once i get the mod done and reinstall it.
One quick question on the install how much do i need to loosen the end bolt for install?

not sure what end bolt you're talking about...
as for the stocker...make sure the pin is spread out good so that the tip no longer moves but is solid with the shaft. while spreading it watch the opposite end as the pin will want to come out the other side.
