Default Psi question

Am I correct that the recommended psi is suppossed to be set COLD? If I want to run the recommended psi which is 36 up front and 42 in back do I inflate to these values with an unridden cold tire or warmed? I understand that a warmed tire will up the psi 3-5 but was wondering if I should set the psi when cold or warmed? (i.e. inflate to 32 front and 38 back when cold or 36 front and 42 rear when cold)
