Please help🥲

My bike won’t start, the battery is fully charged and reading over 13v. The head lights turn off completely the second I try to start the bike any advice is appreciated.

Does the fuel pump prime? I didn't hear it.

Don't trust the battery - jump it from a car or something. Most likely bad battery given the starter is creating a dead short. Even if the motor was locked it would not kill the lights completely.
