Default Installing Connecting Rod Bolts

Hello, am replacing the piston rings and am stuck here with the connecting rod bolts. Any suggestions for installing the connecting rod bolts into the connecting rod?
I’ve heard of a connecting rod vise. Is there an appropriate base to use to tap the bolts into with. The end cap probably not a great base right? Both edges are soft and flat. Takes a mighty blow to get the bolt to move. The bolts twist and must insert offset as once threads into enough am able to tighten down with the end caps and twist into alignment. This is rough.
