Default Identify this part

I have a big nut aprox 3/4" thick, anodized blue. It's in a Lockhart Phillips package part #123-0532. I cannot find this online. It looks about the size of a steering head nut but doesn't havea flange of any type. Can anyone offer any suggestions as to what it is or able to find it online?
I got this part thown in from a parts deal from a former 02' F4i owner.

Except this part does not have the flange, that's why I didn't think it was steering stem nut.

The part numbers match, so I'm not sure why it doesnt have the flange.

OK, I guess there's a slight optical illusion with that photo. It's clear with the gold one (no flange).
Where'd you find it? Any idea what I can use this for, except bling? (I have been considering one of Vortex's triples)
