Fuel pump not priming, HELP PLEASE

Default Fuel pump not priming, HELP PLEASE

So my fuel pump doesnt prime all of a sudden. Any suggestions are welcomed, please help me out.
I've connected direct 12v power to the plug, and the pump primes, so i know its not a dead pump.
I had a new bank angle sensor in the mail, but i'm thinking thats not even the problem. The last the bike went down was about a month and a half ago, and its been running fine since then.
Could it be the ECU? Seems pretty unlikely to me, but thats all i can think of now.
I dont know if this makes a difference or not, but my bike was near completely out of gas when i last stopped it, then hours later i had this problem when i tried to start it again after work. Since it was so low on gas, could some crud have clogged the filter? the pump would still prime regardless right?
My voltage at the 3-pin plug seems weak. Ground + 2nd pin stays around 10.5, but ground + 3rd pin is about 4.5. they should both be at 12 right? i'm not too experienced with the voltage meter so i'm unsure of it.

Have you checked the connections from the other side of the plug/wiring harness? You should have 12v to the plug that's running the pump, and then the third wire's voltage changes when you're running out of fuel for your fuel light/ gauge depending on what your instrument gauge has.

I was showing about 10-10.5 at the first two plugs, and the third plug was moving around 4.5. So that sounds about right, maybe it was a little low because I've been turning the bike on and off a lot for testing, without charging the battery....?

Yeah, so I'd be checking the connection at the plug and then the harness. Don't worry about the fuel gauge wire (the one showing low voltage). You know it's not the pump. And I sincerely doubt it's the ECU.

I found that corrosion build up in the emergency engine cut off switch was my culprit. spray some electrical contact cleaner through the cracks of the switch and flip it back and forth a bunch. That worked for me. The fuel pump will not prime/run if that switch is malfunctioning.
