Fuel gauge problems?

So two nights ago I was coming home from work somewhere and my low fuel indicator came on. Now I assume that when that comes on I am running on the reserve which is something like .95 gallons I think. I have an 06 f4i and I believe my tank is like 4.95 so thats a total of what almost 6 gallons? Well up to the third bar was blinking when I finally made it into the gas station and I filled up all the way to the little bar thing that you're supposed to fill up to and it was just BARELY over 3 gallons like 3.021 or something. Is my fuel indicator broken?

I believe it's 0.98. The total tank size is less than 5 gallons. You can fill it past the little bar thing. I know I do. You're fuel indicator is working.
