Whats up guys. Ok so fan does not work. I pulled out the fan motor switch connector and tried running a jumper to ground and it did not turn on.

I have watched videos of people pulling off this connector and the female end of wire from fan running a wire to ground and it turns on. Also, I have seen a multimeter black to ground, red probed inside the female connector from fan and it reads the 12v.

When I run a MM to it I get .08v. Does this mean I have a bad fan motor? The .08 signifys There isnt a problem with the wire right? I mean Im assuming since it doesnt turn on when I ground it but I want to know if it could be something else or something I am missing. Thanks for the help.
