Your lower adjustment is all the way in.

Bring the top all the way in.
Bring the bottom out to take up most of the slack.
Bring the top out a little to fine tune the engagement point. If the top needs to come out more than a few turns, put it back in and adjust the bottom out a little more. try again with the top.

It didnt help- i removed the cable and i took the bolts off for the case and inspected it- the inside of of the engine looks mint but the actuator rod isnt pulling that hard

Did you have the cover off before you put the new cable on?

Is it possible that the return spring got damaged in the accident?
Did you end up figuring it out?

It would be really helpful if the OP would come back and state what resolved his problem. Someone else might have the same issue. In another sense, being willing to share what works is what makes the forum a resource for all to share knowledge.
