CBR 600F 2002 high idle and fuel consumption

Hi folks!
I just have bought 2002 CBR 600F PC35, and noticed two major issues:
- high fuel consumption c.a. 10L / 100km (~23mpg) and it doesn't matter what's my riding style, consumption is the same. And I smell the fuel when stopped, my friend who were following me told me the same - it stinks
- sometimes idle is too high, especially when slowing down / stopping before crossroads, the rpm ramp up to 3-4k and remains there until I engage clutch and choke the engine a little bit, then drops to normal ~1300rpm
FPR - no leaks
WAX unit works well
vacum lines are checked
all 4 spark plugs are black
Engine have a power, starting quick, no stalling, no any other issued noticed
Any ideas?
