if the patrol car was checked on the ticket that means that he "paced" the speed of the bike. InNY, the officer is required to follow the speeding vehicle for a minimum distance (i think about 1 mile) at a constant distance, so I would look into that. You may also try requesting the calibration certificate for the speedometer of the vehicle he was driving since the speed was based on how fast his car said he was going.
