The closest thing you can have to be street legal without having a constant headlight is a modulating headlight. And I'm fairly certain that only during the day is the modulating mod legal.
Dont you guys have to take a test to get your license?
Every street motorcycle manufactured during/after 1978 in the US/Canada is required to have a headlight. If you want to test your PD and ride without one then thats your decision. It's there for safety. And its not that much of a safety which is why states have been permitting modulating headlights.
