then something's wrong - or you have an aftermarket petcock on your bike.

working on the assumption it's a standard petcock that's somehow been fitted 90 deg out of kilter then it ill be
left on
up off
right reserve

if it's an aftermarket item then YMMV

Your right pan man.left is on,up is off,right is reserve.back to the starting problem,I tried a different battery I know is good that was on the 4 wheeler and still nothing.

After connecting a jumper cable up to the starter directly it still wont start. I used the same battery to test the original starter that was in it(off the bike) and it turned. What gives?

is the ground/earth lead connected properly at the starter?

Ok, so i got the battery tested and its good. I tested the starter solinoid with a voltage reader and the hot side has a constant 12.4 volts with the key off. The starter side has 6.3 volts with key on and starter button pressed in. looks like i need a new solinoid?

if your feeling ambitious you could always take the starter/solenoid off put jump it with the battery and listen for the solenoid to plunge but i dont know how that would be in different than if it were on the bike

Does it sound like the solinoid needs replaced? I checked the voltage at the starter and its only getting 5-6 volts.How many volts does it take to turn the starter over?

You need a full 12 to kick a starter. Or probably about 10.5 to make the starter flinch. its weird that the old starter works while off the bike and this one won't while on the bike and directly connected to the batt... Im with panman, check your grounding on the bike make sure its not loose or rusted.
