Default cam keeper

I am trying to remove the cam shafts to swap out some shims and in the service manual they make it very clear to slowly remove the cam keeper/cap and make sure it comes up square. after I make 2 passes (about a full 360 turn) on the bolts they loose and the keeper is not coming up. they make it sound like it should stay tight and lift the whole way up, is that correct or is it fine? I am afraid to keep taking the bolts out if it is not lifting.

undo the bolts 1 turn at a time on cam caps, remember the camshaft will be under pressure from the valve springs, so the caps have to be released evenly, you will feel the caps release when you have extracted the bolts far enough, a word to the wise , be careful when you tighten them down again, the manual calls for a torque wrench to tighten, make sure you torque wrench is up to scratch or you could snap a bolt
