Default Swingarm polishing....not possible??

I have an '02 954, and I started a polishing project. I stripped the outer part of the rims and polished them, now I'm to the swingarm. Last night I spent over three hours sanding the swingarm, and it didn't seem to make much of a difference. It brightened it up, but wouldn't get to polishing quality. I also noticed that it wasn't turning black, like what happened with the rims and any other raw aluminum. I then came to the conclusion the swingarm is anodized or coated with something. Is there any way to get this stuff off? Has anybody else polished their swingarm and had any trouble?
