grip and rip with a big set of pliers (channel locks), or hammer a screw driver into the side of the oil filter, use it's leverage to loosen it, and take it off by hand.
as for going on, id go as tight as you can with your hand, and then (being careful with the channel locks) tighten it a little bit more

if you want the tool, buy it local. most auto parts stores carry them, and theyre not expensive. fit it to the filter in the store. you also can get some filters, k&n i think, that has a built on nut to loosen it, but those can get pricey.
the pliers is going to be your best bet, imo. plus, you can use them on just about any filter you run across.... like your car, for example.
