Default timing hole

i saw another post where the person was trying to get the timing hole cap off. I was wondering why. Is there something you can do with the gear to change the timing.

I figure if the bike is made to run off of 86 octane I should be able to bump the timing up a little, run 91, and have a nice power increase.
