It's not that crazy. In fact it seems pretty easy to determine where the issue is. It just requires the proper equipment. A meter that has Peak Hold ability (which allows you to read really short duration voltages) is not that expensive. The one here is less than $50 US. Rather than throw parts at something, wouldn't it make sense to actually check/test and then know what the cause is?

Do you have a copy of the Honda Shop Service manual? That has specific step by step for checking the Tachometer.

yes I have one. I’m going to go over it and check it out this weekend. I’m hoping I can get everything situated then man
