Default EGCV valve and performance?

I have been having problems with my bike in the 3000-5000 rpm range when the bike is left in those low rpms it doesn't want to come out of it. The bike will shudder and run pretty bad for a bit and eventually come out of it. I just bought a pc3 and had the bike dynoed and it still has the same problem, the shop had it on the dyno for quite sometime and could not correct the issue.
I see threads on the egcv valve the servo motor and was thinking this could possibly be an issue. Any thoughts on this and if it is when you disconnect it what position would be best to leave the valve in?

I would check first to see if the exhaust valve is stuck with carbon build up.Clean it really good and try it.Now if you want to fix the valve to stay open depends on what you want, mid range or top end?Mid set the valve arrow pointing up,top end point it down.Hope this helps.
