Default Manual Cam Chain Tensioner (turn motor?)

Ok I am installing my manual cam chain tensioner. I have the valve cover off to check the tension as I install it as per the instructions. But it says to turn the motor in the running direction while you measure. I need to know how to turn the motor. On my car I can just use the crankshaft bolt (underdrive pully bolt). I seen a cover that lookes like it might have that under it on my bike. Do I need to take that off to gain access? I am trying to finish this today so fast replies would be greatly appreciated.

Ok I did take the plate off and I was able to turn the motor. Now my question is, is how do I know how tight to make the chain. The instructions with the tensioner said 1/4in to 3/8in but you can't push it down that far between the cams with no tensioner in it. And it does say push between the tensioner. Should I just leave a little slack in it or tighten with barely any play or what?
