Default Fuel tank

I have a 99 blade and I was wondering what the 2 nipple extensions sticking out from under the tank are for. One is small in diameter and the other is big. They're located a few inches to the right of the petcock. Is there anything that should be attached to them or are they vents of some sort?

On mine, the larger of the two exits underneath the bike. It's the overflow and it routes down and in front of the front sprocket cover. The smaller of the two goes to a junction "inside" the frame on the left if you are sitting on the bike. I am not sure where it goes once it is in the frame but I will scope the manual when I get home and post a reply if no one else has come up with an answer.

correct, actuallyone is overflow and the other vent

yes both should have hoses connected, for safety unless the gasoline pouring out possibly on back tire/ or worse exhaust doesnt bother you.
the other is vent/pressure relief also, good idea to have a small hose running to same area as the larger, keeps junk/dust
ect,, from getting intothe tank better, they both run down the left side {if your sitting on it}
and hang down just below the waterpump/hoses.. that way overflow wont be "wetting" your back tire..if it happens.
