Default Testing HESD

Hey everyone. I just recently purchased a 2011 cbr600rr and I wanted to test to make sure the HESD is working so I followed the test procedure in the service manual. I made sure the kill switch was on so the fuel pump would prime, i had the kick stand down, had it in 1st gear and held the throttle wide open when I turned the key. The HESD light is supposed to blink at that point and fully engage the damper so you can turn the handlebars back and forth to feel the added resistance. The light does not blink and I do not feel any added resistance. The HESD light comes on for a second like its supposed to during normal start up and shuts off to indicate there are no trouble codes. The MIL does the same so I would think this would mean everything should operate correctly. Does anyone know why I could be having problems with the test?

So I took all the fairings off and found that the bike has a z-bomb installed. I unplugged it and plugged the TPS plug back in and then the test worked.
