Default Problem with Vehicle speed sensor (VSS)

I have a problem with vehicle speed sensor. I use the oscilloscope to monitor the output. It's a square wave with peak voltage about 1.2-2 volts.

Wiring diagram:
Black = +12V
Green = GND
Pink = Output

From CBR600 Manual, when the wheel is turning the output should be repeat 0 to 5V.

It's engine of student formula car so it doesn't have a tachometer or dashboard.

I test the sensor without assembly into car. When the metal is near the sensor, output is 1.90V.

I have 2 sensors and the test result is the same.
