Well, if you just want your bike to sit still on a stand where you can rev the engine up and measure your horse power go with a dynomometer (dyno).
If you'd like to install electronic componentry that will re-programming your bike's stock timing and fuel air mix you want to get a Power Commander.
Once you install the power commander you can either use factory provided programming or you can take your bike to a shop that has a dyno to have a custom configuration (referred to as maps) created specifically for your bike. Most people go with the Dynojet provided maps, they have an extensive catalog. However, many also pay $$$ to have a custom map created specifically for their bikes.
