No, not normal. The lock mechanism should securely hold the seat.

Has your undertail been modified?

Show us some pics & we'll go from there.

I've got a funny "locking mechanism" for my seat.

It's this small little **** on the left side of the passenger seat. It doesn't lock in the conventional sense, but rather just prevents the seat from coming off randomly.

You open it via pulling on it. My bike is new to me, so I wasn't sure if this was just a 1999 F4-thing.

The lock should be right below the licence plate; as gotcbr is indicating many people modify thier undertails which usually leads to a removal or relocation of the lock mechanism.

if its not near the lisence plate check the undertail near the center. A lot of aftermarket ones will put it there, If not you can pick up a lock off of fleabay for cheap and drill a spot for it.

^ I actually had mine set up this way when I still had the banana seat & tail (I've since converted to split-seat). Anyway, I had a homemade sheet aluminum fender eliminator. Instead of having a lock, I had the nub (as I call it) that's on the end of the lock's cable extending thru a cut slot in the FE, to the outside of the FE. When I wanted to remove the seat, I simply pulled that nub. It would actuate the seat lock just like the key. It worked great. Nobody knew what it was but me. Since pics tell the story, I'll attach a pic below...
