On 99 F4 the fuel reserve is automatic.
There is a fuel switch apparently for shutting the fuel right off.
It is on the bottom of the tank. You are supposed to be able to slide your hand in if they are small enough and shut it off for winter storage ect ect ....
and BTW .... there is no such thing as retarded question here !!!
We may get the occasional member ...that is too stupid or scared to ask a question and then maybe the tag would fit them?? ...lololol

To ans your question... ;-) Petcock is under the backside & access from the left.
As CBRClassic said, its for shutting the fuel flow off...like when you're needing to lift or remove your tank for maintenance.
