No low end throttle response..help please

I just bought a 99 f4 with 11k miles and a Jardine RT1 slip-on. had the local dealer conduct a 12k tune up. First time riding it I noticed that the throttle response or power from a stop is limited, almost like starting in 2nd gear, it rips after 5-7k rpms. Any ideas?
The bike idles fine and runs good, no backfire or poping. It just seems that it should have a little more zip off the line. I'm wondering if a sync ($80) could correct the issue, or if I should buck up the $ for a carb clean and sync ($300). I was told that the 12k tune-up covers a review of everything but carbs.

I have a F4I which is fuel injected but it had the same problem, I probably need a power commander but don't have one yet. Last weekend I took off the air filter box to complete a clean airbox mod and cleaned the fuel injection by pouring seafoam in each of the intakes/pods/barrels, not sure what you call them. Did this while the bike was running and it smoked pretty bad. Put it back together and it ran much better pulling from dead stop. I still think it should run better but was big improvement.
Carbed bikes are known to have fuel problems if they sit up at all and the new gas with Ethanol makes things even worse.

Yes get it synced. It is one of the most common overlooked thing that can help with power and vibration. Sounds like you need a jet kit because it sounds like its to rich down low. Adjusting your pilot screw may fix it though as long as you dont have to back it out to much. If that ends up being the case, you'll have to go with the jet kit.
