F4 won't accelerate

Default F4 won't accelerate

My 1999 cbr600 won't accelerate with head wind but it does when a truck is in front of it. It will do 120mph but once out in the open with the wind directly flowing into the bike it slows down to 75mph. Any idea on what to do? Thanks in advance.

Have u checked the norm?? Air filter plugs fuel filter?? Sounds like fuel or starvation to me.

Carbs and all are clean and I did a full tuneup on it before the summer.

Good link and I think I am going to look at this some more.

"You can run without the ram air intakes just fine.. The only side effect is highway speeds. The bike will try to spit and sputter and probably won't go very fast. The air intake components work in conjunction with the secondary air intake and help operate the 2nd stage portion of the carburators. Still best to put it back together as factory if you can, especially for street riding. Without the ram air, if I remember right, my bike never went past 75mph, just started sputtering like it was running low on fuel."
