BIke brake won't work

I have 1999 honda cbr 600 f4
the front brakes will work but the rear brakes won't, i replaced new rear pads and yet it still won't stop, barely feel any pressure, the caliber is good though but the rotor could be bad? since the rotor doesn't look good anymore it was some wavy on it and kinda getting thinner than what it should be, will that cause the rear not to work right?

I got the same problem with mine. Put new pads on and all of the sudden hadno rear brake at all, but front were fine.had the bike in for a tuneup and the mech said the rear brake fluid was NASTY, so he changed it out with fresh, but still about the same problem. It has a little more stop power now, but he told me that the caliper would ultimatleyhave to be rebuilt to get it back to how it should be.

Just make sure whenever you change brake pads, that you clean the piston and caliper really well with brake parts cleaner before pushing back into the caliper. This can prevent a dirty piston from getting seized inside. Also, try changing out your brake fluid. It is an easy job with 2 people. You just need DOT4 brake fluid, an empty water bottle and some 1/4" inner diameter hose. Clear hose works better.

adjuster on the rear lever
how can i adjust the rear lever? do i have to turn the nuts lower or higher(its at the highest) then rebleed it by pumping it again?
i had the old pads on it and it didn't stop the bike well, and its doign the samething with the new pads, I've already flushed out the old fluid and put new dot4 in it. how can i make the pump hard not soft? i had to press the pedal hard and deep to slow down the biek but won't lock up the rear brake, i hate using the front brakes all the times.
