That is certainly the million dollar question, don't really know is probably the answer and is an informed opinion based upon your symptoms
If the plumbing for the Ram Air is correct and sound, then it would appear that there is not enough fuel getting into the combustion chambers to match the amount of air available, limiting the amount of air to match the available fuel as you have done with the tape over the ducts would be limiting the available power so yes would rev out but nowhere near as quickly if it was running correctly effectively restricting the bike.
These should do 0-60 in 3 seconds and run to c. 150 mph
May be why you have decided already that a 1L bike is for you.
I'm sure some of the other guys will have a view in addition to my own....
If you have a local Dyno handy a trip there to see actually what it is doing could be another good suggestion to confirm either way and not too expensive.
The other option post carb removal is to send them away to get cleaned.
I ordered a rebuild kit and once it gets here I'll start digging into the carbs. The question I have is while doing that should I jet the bike to? I already have a kn air filter and the bike came with a 2 Brothers slip on. Lot of mixed ideas on here about jetting and if it's a good idea or bad one. Any suggestions?
In my humble opinion I would stick with factory jets as a starting point, the slip on should not make much of a difference and the K&N whilst allowing slightly better airflow should be countered by the fact that they tend to run a little rich as standard and you can always adjust slightly with the mixture screw anyway.

Good luck with the rebuild, take your time and take plenty of pictures to help you as you go along. There are a number of posts on here that show where the most troublesome areas to concentrate on are.
Slip-on changes the sound, but not the airflow. You need headers for that. The mixture screw only affects idle air mixture. Stick with factory jetting unless you're going to us an O2 sensor probe to do the tuning.
I've finally got the carbs apart. Took a while to get into it bc of the ridiculous weather in Michigan. I was a little worried at first bc the keys and pilots seemed to be clean and didn't find any dirty or gunk until I got into the diaphragms. I do need some advice to. When i took the carbs off I looked down into the motor and I'm guessing those are the valves I see down there. A few of them look like they are covered in black gunk. Should i spray the carb cleaner down there or is there something else I should do other than ripping the whole motor apart? Any help would be appreciated.
Dude, same exact thing was happening to me,,,got my 99 f4. Got a lil excited with the aibox mods & pair mod.... long story short,Did some diggin,,, Honda 599cc is flagship for a reason.... they know what there doin. Under the 15-18 mph the carbs run pilot circuit.....after they run power circuit w pilot circuit CLOSED the two floatbowl vents (INNER& OUTER) is controlled by the what ??? Any body ??? Bueler ??? ☆☆PAIR VALVE☆☆ controls the Diaphram Vents in those cycles... when both are naturally aspirated both cuicuts are open they floods,,, ....the pair solenoid prevents that..... reminded myself to keep it simple stupid......hope that helps
