I played with it forever and can't figure out what's up. I can move the cables through the line back and forth by hand OK, and the spring on the carbs is working. Maybe my grip is slightly warped, and I can't tell? I dunno.

It may just be a case of sticky throttle cables... they are a bitch sometimes. 1 odd bend and all of a sudden they don't allow the throttle to snap back... Get a cable lubing tool and clean the hell out of them. I had to do it to mine and be sure they were routed correctly and finally got them to stop sticking.
