nah thats the valve cover you need to be looking @ the carbs themselves

 

Sounds like fouled carbs, but you also need to pull the choke out after running out of gas.

 

Just to make sure before I do something stupid, the RPM is stuck below 2-3RPM on choke in idle modebut I can still throttle it above it when I ride. I was thinking the reason could be just that I dont have the whole rpm wire in there so theres nothing controling the rpm. but just double checking with you guys before I murder the bike
