So i just bought a 1997 F3 and while riding it 1st and 2nd is ok, im not sure how fast im going because it doesnt have a cluster, when i start to get im guessing like 40 miles an hour it starts to sputter, not real bad but a little, and will keep doing it until i really get going fast prolly 100 plus, does anyone know if not having a cluster would cause a problem lets say a relay of some sort? or could it be the normal clean carbs, gas tank, and change the plugs kinda deal...

any ideas?

No, the cluster wont cause a problem. Id do everything you mentioned, also check your airbox for obstructions.
