Default Need help w/fuel tank drain

I have a 98 cbr600 F3, I have a problem. I have drained the fuel out of my tank because Im painting it. While sanding I found that I have some heavy rust build up that is splitting the seal of the tank (fuel leak imminent) I sanded the sucker down but now I want to put a tank liner inside the tank before I paint. Problem is, every time I put liquid in the tank, like soap and water to wash it out, it is impossible to totally coarse to water out of the bottom or the top of the tank. The way the tank is built forces the water to go AROUND the holes not THROUGH them. I have taken the petcock assembly out and the gas cap off, I have to wait for the water or gas or whatever to dry before i proceed with the next step. But on the tank liner bottle it says to not allow puddles to form. Well thats gonna be hard if the fluid wont drain completely. NOTE: I have been rocking the tank back and forth, up and down, etc. I can get all but about 1 or 2 fluid ounces out, its just that last bit that is stubborn. What should I do to get that last bit out?

If you continually slosh the tank around with the liner fluid in there it will begin to dry into the coat and after it is all dispersed and dried it won't leave any puddles. Similar to the way they make hollow chocolate candies, just keep moving it

would you be able to get a syringe in there? and suck the extra out. I know some of the cooking syringes are fairly large and might reach. just a thought lol. or a skinny shop-vac atatchment
