be careful if takin of throttle tubes , and when replacing the grip the side without the throttle may or may not be glued back on personally i dont use glue i glues the side with the throttle tube one time n the glue got below the tube and wat a world of shat , do you have bar ends on ? sometimes the bar ends rub on the grip itself dependin on the type you have and cause it to get stuck , or you could just need to lube your cables

I had a similar problem on my 95 F3 when some A-HOLE knocked it over while parked overnight. Not much damage but it did bend the clip on and the throttle stuck in any position. I replaced the bar and it worked perfectly. Sounds like you've got plenty to try but if that doesnt do it, check the bar. Theyre cheap and easy to replace if that's it.

Good luck!

i took the bar ends off and tried it and it still went sluggish...i mean its not extreme to the point i cant ride normally its just the slow return that pisses my off...maybe im just being ****. but ill try lubing the cables and we'll see from there.

At the most extreme, disconnect the cables from the carbs and throttle tube and make sure all of them aren't binding or anything. If they're smooth, then it's most likely your tank or something during reassembly.

Has your bike been running? Or are you in the process of bringing it out of storage? If the latter, I just had this same exact issue with mine. It's not the grips, and more than likely its not the cables either. My grips were not rubbing, and I lubed the crap out of the cables and it was still very sluggish. Mine ended up beinga carb problem. I'm guessing mine was due to varnish or whatever gumming up the inside of the carbs. I got the bike started and let it warm up and the trottle loosened up and snapped right back like its supposed to. As a precaution I then ran some sea-foam in the gas tank just to clean everything up (bought the bike in pretty poor condition last year) and it runs like new now. Hope that helps.

yea Broheim it was taken out of storage and i actually got it to work fine one time by being pissed off at it and just janking around the grip and it loosed up a bit and work like i like it but i dont see it being a carb problem but then agian it could be a combination of things...wont really know for anoter week since im pretty busy with my finals coming up in a few days so dont have time to work on the bike...matter fact im supposed to be writing a paper right as we speak
