Default Multiple Mechanical Issues

I'm having several issues with my F3, I've done some troubleshooting and collected almost all the information I can. I've tried several things and I'm about at the point of just taking it to a shop. I going to put a list down below of the symptoms and things that I know. I really need some feedback and suggestions on this. Thank you ahead of time

I just got my bike up and running not long ago and I've had two issues which have led me to find and start making a list. These two issues are a whining that favors the right side and gets louder as it warms up and the second is a noise I believe the timing chain is making. I have a video of these so if these are normal for a F3 please let know.

Here are some other issues
Oil fouling on less than 100mi spark plugs(looking like 10,000mi spark plugs look like) I'm assuming this means my pistons rings are worn but if there another possibility I'll much rather test that theory first
The bike got extremely hot at a light in first gear even in 40f degree weather
The bike won't cold start without full choke(It was starting fine last fall after I got it running)
The bike revs will hang for 5-10secs even after coming to a stop with clutch fully in
I certain the carbs are not synched and the air/fuel mixture is running rich because I ran the bike without the air box on and it idled much better.
I am not sure when the prior owner(s) last checked the valve clearance so they could need adjustments
noticed one carb gave a puff of smoke when I turned the engine off after running it without air box
I filled the oil 20mi ago and over that time the dipstick went from the top level to the middle.
I know there a few others, but I can't remember them at this time

Here's a few things I've done recently or over the winter
I changed the oil(checked recently and oil was slightly dirt for less less than 10hr of running, but seemed clear)
I changed and flushed the coolant(checked the coolant and it was all clear, no oil, or metal pieces)
Sparkplugs were changed over the winter(but I road a few miles on them before storing the bike)
Carbs were cleaned multiple times last fall/winter and should still be clean.
When I first got the bike I was removing the wiring harness and removed the timing chain tensioner because I thought that was the only way to get the stator through the frame and so I can't be sure but maybe I ****ed up the chain tension
I can't remember anything else that would matter, but if you need to know if I did something please ask

With this information can you help me out with some of the bikes issues? Especially those 2 noises that I'm hearing. I've got my assumptions and ideas, but if you could give me your thoughts, I'm rather desperate right now

The not revving properly and high pitched sound are most likely related to the carburetors being out of sync/tune and a vacuum leak. I'd say there is a good chance that the valve clearances need to checked and adjusted. As for the cam chain adjuster, I'm curious what method you did in order to get it back in? Is it an OEM adjuster or an aftermarket manual adjuster? Who did the carburetors and were they completely separated from each other? Idle mixture screw removed and set back to an initial state?
  1. Valve clearances control the airflow into the cylinders
  2. clean carburetors that are in sync insure the right amount of fuel is getting evenly mixed into those cylinders.
I'd start with those 2 things. Also get a copy of the shop manual.
