Lean at high speeds, pump runs but won't prime. Relay?

Pumps runs but won't prime. Relay test?
Long time lurker, first time poster.
I'm finishing up fixing a 97 F3 and she seems to be running lean at high rpm (+10k). My first thought would be jetting but I'm at altitude and the plugs look fine so I want to check everything else before I just throw in some richer mains.
Now, the fuel pump works fine while running but it doesn't do anything when I turn the key to ON. From what I understand she uses a solid state relay, but I have no clue how to test those (electronics are wizardry to me).
Is there any way to be certain the fuel pump/relay system is working before I move on? Why does the pump run but not prime? If it's wiring related I'd really appreciate some help on how to test it; I can take apart and put together a carb with my eyes closed but multimeters are magic to me 😅.

Hey there. The f3 fuel pump dosent kick on unless the bike is running.
Don't know if that helps your troubleshooting but thought I'd throw that in there.
Also the Honda Service Manual shows you how to test to insure it is pumping the proper volume while running. You can download a digital copy of the manual on this site.
