It sounds like either the carbs weren't reassembled correctly or they are still dirty If I had to guess, it would be the latter. These carbs are incredibly finicky. They work great but must be spotless on the inside.
One fairly easy place to check is your pilot screws. They should be 2.25 - 2.5 turns out. If that is correct, just a bit of choke and the bike should fire up assuming everything else is correct.
Ok so i have a 1998 honda cbr 600 f3 it will not start. The carbs i just had rebuilt, i put new fuel pump on it,new spark plugs, new coil packs and wires, new rectifier, new battery. The bike will turn over and act like its wanting to fire up but when i pull the spark plugs they are soaked in gas and i have mad sure its getting fire and it is. I have had this bike running and it was doing ok had full power in first and second you hit third and its like the bike is starving for fuel. So it was running and it ran out of gas and ever since then it wont even start. Can someone please help me out?.
Hey there Countryboy, to me it sounds like your air fuel mixture screws are nit set correctly, if your plugs are wet you might be running rich. Also it makes a difference whether you have aftermarket air filter and exhaust. The setting fir your air fuel mixture is different than if your running stock exhaust.
All new internals were installed? Most of the aftermarket parts that are cheap are garbage. The floats, the jets and needles are all garbage.I'm not sure what parts were replaced but if the flooding problem was not there before the parts were replaced, it's most likely the problem. Sounds like the carbs need to be removed and rechecked. You don't need the fuel pump or gas tank installed to make it run. I just went thru my carbs, got it running, no fuel pump or fuel tank. This is what I used a fuel tank. You can also shut the petcock off so once the carbs are full no more fuel will get to the carbs and cause flooding. Let us know how things work out.-Mike

Not sure where you're located, but if you do decide to pull them off again, maybe we could do a video chat and have you look at some things. Just a thought.
