alright. thanks for the input guys. i stopped at home depot last night and got a 2 ft piece of 1.5. the thickness seems to be standard with whatever size you get. i used my hacksaw to cut about a 4-5 inch piece for the driver. 1.5 is a little bit smaller than the slide tube of the forks, so i did try cutting it in half. but it didnt work too well being as i have a crap hacksaw and while i would cut, the blade would turn at its own will...so i went with "HONDA_BABY" suggestion, but before reading it actually....lol
so i cut another 4-5 inch piece, and just cut a "relief" line down one side. so you can "open" the pvc to fit onto the slide tube. from there, i did need to rubber mallet it the rest of the way down. so in theory, i will be using the slide tube to drive the seal rather than the driver to drive the seal...
ill post some pics and what not when i go to re-install everything. right now im painting the lower fork tubes...waiting for the paint to fully cure

For future refrence:

You can barely see it in this picture, but my tool was a piece meant for joining together two pieces of 1.5" pvc. I had to shave a little out of the inside to make it fit (41mm=1.61 in), but it worked great after that. It is better if you have a contiguous piece all around the tube, so it puts even pressure all over the seal.

I actually spent the money for the driver and it's been worth every penny. I use the thing all the time. Just to let you know, 41mm converted to inches is 1.614in.
The main thing is to make sure that there is a small gap between the fork tube and PVC pipe and that the PVC pipe will also fit into the fork leg. I don't know what the size is for the fork leg, but it is larger than 41mm.

You can also use the old fork seal and some light tapping with a hammer on a flathead to drive the new seal into place. Primitive but extremely effective.
