Default Flooded Floats the Problem?

Could Floated floats be the reason my bike wont start? And the reason that when I kicked it into 6th that it died? Because as Im cleaning my carbs that seems to be the only thing wrong with them this far I have already cleaned the first two and moving on the the third, gunna finish it off but I was just curious.
