to test volt/reg just put a ohm meter across bottom term. to any top three then reverse if you get any read it problaby good. and if i get really hot when bike starts up its problaby smoked. these are common for f3 bikes. it sounds like you got fouled plugs. check the spark and dont mix plug wires up either or it will never run.

The voltage reg has nothing to do with fuel comming out of the carbs stop messing if you don't know what your doing is the best advise

hey mike my bad the fuel isnt coming from carb. i traced the line it coming from air tubes right after the air valve assembly.

Air valve assy??? is this fuel injected or carburetted???, what is the part your refering to?? you've lost me, you either have carbs' or throttle bodies but no air valves,

i have carbs. its the solenoid valve . on the mirco fiche under sonenoid valve it #18 and it says valve assy.

First of all your voltage regulator will not make gas come out of your carbs. Second you can not just use an ohm meter to see if the regulator is good or not. Third forget about the regulator and fix the fuel problem. Your needles and seats in your carbs MUST be replaced. That sounds like your problem and thats why your engine is flooding out and backfiring. And once you do that I would sugest some new plugs since they are saturated with fuel.
