my 95 f3 has 138's and 140 jets as well.. i just got done fixing my flat spot that hovered around 6k rpm's.. had to strip the carbs down, clean them thoroughly, set my mix screw at 2 turns out. my needle and seat is aftermarket and is adjustable, i set it at the 2nd slot from the end. and synced the carbs.

Reading plugs is an art' like photography. Your most accurate "take" is to freeze the moment. Your ride warmed the bike up nicely, but at some point you let it idle which can cover up the real reading.
I know, hard to do on this bike, but ride it hard, hit the kill switch, pull the plugs one by one and note their color. This will tell you which cylinder is misbehaving or if all are misbehaving.
However, your symptoms seem to match mine which was a low rpm lean condition. I rebuilt the whole carb stack and it runs fine now. Trouble spot for me was the pilot jet.
