you can buy insurance even if you dont have a license, ive done it in the past.
As far as the permit, not sure where you are, but in texas, a permit allows you to ride as long as there is a licensed rider over 21 within sight.
depending on where you live, no license ( just a permit ) and no insurance can mean jail time.
