What is the peice directly behind the seat that covers the brake signal? And dose any one know where i can buy one? "1998"

 

I am guessing that you're looking to convert a 95 - 96 F3 to a 97 - 98 F3. The piece of hardware you're lookin for is a bracket that holds up the tail light and the center piece cover. I looked around on eBay, but didn't find one.
You will also need to get a 97 - 98 seat by the way. Just a word of advice if you're going for a factory/non-cut fender. You will need to replace the rear fender and turn signals.

 

no i just want the peice of plastic on top i have a 1998 already lol its just that it has 2 mounts on it that you mount the fairings to

These are the guys I use (cheapcycleparts.com) for OEM parts. They always seem to be a couple bucks cheaper than the other guys.

Not sure if you ordered one up yet but when i used to search ebay for "f3 cowl"(looking for a targa seat cowl) those used to pop up quite a bit for really cheap.
