The fuel valve is down - on, forward - off and up is reserve.

Use a big *** screwdriver for a lever to bend the lever back into place.

My guess is if the bike was laid down hard enough to bend your rear brake rotor then the guy probably upgraded the plastic at that point. That would explain the 97-98 tail and the lack of fuel position indicator.
